I'd like to include "Packet" as one of the terms we describe as ambiguous when unqualified in this draft, and propose that unqualified "packet" always refers to a QUIC packet. I believe that's the way we use unqualified "packet" in -12.

This is a helpful change for me, in writing SDP Offer/Answer for RTP over QUIC (RoQ).
