prefetch_performance ignore startup item when -rocketLauch specified #73

@manciuszz At #59 , you may use command line argument feature.
A critical bug related to command line argument is fixed in latest 4.5 release.

If only prefetch.exe chromium.ini specified, other boolean command line argument will be random flipped.
I think 4.0.6 cause the bug. If you are using 4.0.6 ~ 4.4, you can try this fix, or back to 4.0.5.
