WG21-P2997R1 Removing The Common Reference Requirement From The Indirectly Invocable Concepts

INCREASED feature-test macro (expected):

#define __cpp_lib_ranges 202406L

It looks like this is a small, backwards-compatible change to existing machinery, and it doesn't introduce any new names. We should consider implementing this retroactively, even though it isn't a formal Defect Report.
