Describe the issue or the bug
If you use an ampersand (&) in the password, specialization of the HCI hosts and management VM will fail because the passwords are not encoded as base64 in the answer files, resulting in Windows interpreting the ampersand as a special character and not a string literal.

To Reproduce
Follow the HCIBox onboarding process and supply a password with an ampersand.

Expected behavior
VMs specialize correctly when the password includes special characters.
