Date type parameter of a proc show random milliseconds values on a connection to Azure SQL database #26103

Type: Bug

When tracing a connection to Azure SQL database and passing dates objects without time part from c# to a stored procedure the record on the trace shows random milliseconds value, however after checking the inserted record there is no milliseconds on the row just on the trace window.
