In particular, [pull request guidelines](https://github.com/microsoft/mu/blob/master/CONTRIBUTING.md#pull-request-best-practices). ## Description The most recent release of base tool is built using ubuntu-latest, which caused the binaries not functional in ubuntu development environment older than ubuntu-latest (which is 22.04 for now). This change will re-release the basetools based on the 20.04 ubuntu to hold the sake of backwards compatibility. For each item, place an "x" in between `[` and `]` if true.
