[Feature]: Self build qemu for windows qemu ext_dep

Feature Overview

Currently, the windows qemu external dependencies are just downloaded using choclotey and then re-uploaded in an external dependency format.

We should perform a self build of qemu for windows similar to what is done for the linux external dependency. This will allow for both binaries to be on the exact same tag and also reduce .github/publish-qemu-config.yml to a single version, rather than needing a separate version for windows and linux and windows uses the choclatey release rather than the qemu version.
