Ctrl-Space not working (for me) as in classic powershell

Happens on two different systems (same versions and languages):

• Microsoft Surface 2 (the old one :-) ), accessed directly
• Virtual Machine on Hyper-V, hardened priviledged access workstation, accessed via RDP

When I hit Ctrl-Space to show e.g. all available parameters of a cmdlet I get...

• a double quote in PS 7.0.2, 7.0.3 (PAW) and 7.1.0p5 (Surface)
• nothing in PS 5.1

Settings.Json differs on the two machines, but the KEYBINDING section is omitted in both:
