Vcpkg version: 2021-01-13-d67989bce1043b98092ac45996a8230a059a2d7e

Update vcpkg.
Check that Mandatory ASLR is not enabled.
Check that no other msys/cygwin runtime is in PATH.

seems your vcpkg is too old: Vcpkg version: 2021-01-13

please do git pull and bootstrap
then give it a try again

I try what you say but it is not working.
And I check vcpkg is updated. (2024-08-01-)

yeah, no any visible clues what might go wrong...
I guess it's time to try the debug run of install

vcpkg install libxslt:x64-windows --debug

and see what's going on...

There will be no visible clues if Mandatory ASLR or an incompatible runtime (hint: PATH) kill MSYS2 processes early enough.

My guess is that your path to your vcpkg folder have spaces somewhere. libiconv package isn't handling any spaces in the path. I suggest you to delete any empty space in your path to your vcpkg and try again.
