I started seeing this error today (v2.1.17), in a project with a tsconfig.json.
I tried with v2.1.16, same problem.
The newest version where this doesn't happen is v2.1.14.

Sorry I can't provide more details to reproduce right now.

UPDATE: Mea culpa, the problem was actually with VSCode's @Builtin "TypeScript and JavaScript Language Features" v1.0.0, not vscode-eslint per se. Closing this non-issue.
