As per #22135 we have polished how a user can maximize / restore the panel size.
Open the panel and verify:

You now have a maximize / restore action in the panel title bar which always visually reflects what the action will do
The action properly maximizes the panel or reduces the panel height to its previous value
You can still drag the panel to maximum height and the action will nicely update and behave properly
