Settings: left hand side of folder settings should respect settings in that folder #31568

Refs: #31448

  1. MR workspace, open settings for a folder
  2. Chagne font size to 15, notice how only the right hand side applies the font change, the left hand side stays with the workspace setting

Left hand side should also apply the setting change so the user can immediatly see the affect of the change and not be confused.
