Winget 1.8.1911 - erroring out

Brief description of your issue

When trying to run simple commands like winget source update , I'm getting the following error message
winget source update
Updating all sources...
Updating source: msstore...
Done
Updating source: winget...
Cancelled".

Steps to reproduce

Re-running the same commands after "winget source reset --force" still getting the same error message

Expected behavior

Expecting after "Updating source: winget..." it should say "Done"

Actual behavior

Updating source: winget...
Cancelled".

Environment

winget --info
Windows Package Manager v1.8.1911

I also get this error message
"winget install wingetcreate
Failed when opening source(s); try the 'source reset' command if the problem persists.
An unexpected error occurred while executing the command:
WinHttpSendRequest: 12029: A connection with the server could not be established"

I have to reset my pc using the recovery process in Windows 11 Pro to fix this issue.
