I have a Reloop Terminal Mix, 4 Deck device.

https://www.mixxx.org/wiki/doku.php/reloop_terminal_mix states

✂ (scissors) button - Switches hot cues 5-8 & samplers 5-8

But when pressing the scissors button, still samples 1-4 are played.

Thanks for reporting this bug.

Do you mind opening a PR with a fix at https://github.com/mixxxdj/mixxx/pulls?
Fixing this is as easy as openeing https://github.com/mixxxdj/mixxx/blob/master/res/controllers/Reloop%20Terminal%20Mix%202-4.midi.xml:
* find all [SamplerN] controls with <midino>
0x1C - 0x1F (Play from Cue) and
0x62 - 0x65 (Shift: Stop)
* change Sampler1 > Sampler5, Sampler2 > Sampler6 and so on
* do this for <control> (buttons) and <output> (LEDs) elements

The manual with the MIDI notes is currently there (page 14)
