Description of the Feature

Some clients support the admin function of changing passwords. This is not currently implemented in RAS.

Use Case

User can change their password without having to interact with a frontend or mgmt api.

Potential Challenges

We will want to ensure that password requirements are still enforced on changes

Additional Information

This is just an additional set of TLVs to handle in the InfoChangeRequest function in foodgroup/admin.go
