Add all 0OBA mappings to Monarch Mapping Commons

• oba-efo.sssom.tsv
• oba-efo.sssom.yml
• oba-vt.sssom.tsv
• oba-vt.sssom.yml
• oba-hp.sssom.tsv (make issue in OBA repo to get this done)
• oba-loinc.sssom.tsv (ask Ray how to get)

To get the first two in (where the metadata is split from the main mappings), you need to use sssom parse to combine them in to a "merged" mapping set.

Please add this also to your board!
