Binding user does not have scope set #38

A customer reported the following, let's make sure to add this fix to ensure everything is most secure.

Also, the scopes for these Users was not set to the cluster it is bound to. This is important as well, since the point of creating a ServiceBinding is to only allow access to the specific cluster to the specific user. This is an easy fix, and enhances the security of the binding.Graphical user interface, text, application, email
