Describe the contribution

• Fixes CFE_TBL_NotifyTblUsersOfUpdate misnomer #1518
  • Misnamed function CFE_TBLNotifyTblUsersOfUpdate() was renamed to CFE_TBL_MarkTblAsUpdated(), which better reflects what it does.

Testing performed
GitHub CI actions (incl. Build + Run, Unit Tests etc.) all passing successfully.

Expected behavior changes
No impact on behavior.
