release发布版本程序和配置有误

1.neb -version看到的版本还是1.0.1
2.config: genesis: "conf/default/genesis.conf",实际上的是与config.conf平级。
3.config.conf和 genesis.conf中的chainid不相同,seed节点信息也没有配置在config.conf里。
