Summary or problem description
The problem is defined in #728. The discussion phase is over for it.

Do you have any solution you want to propose?
Implement neo-project/proposals#156. It has all of the required details.

Context
It's implemented in NeoGo already (see nspcc-dev/neo-go#3063), so the scheme is proven by now. We better have consistent codes used across all implementations.
