Exclude cells used in the pending funding tx negotiation so that cocurrent funding tx will not conflict with each other.

  1. Record used cells. This can be done via ckb SDK by saving locked cells in the cells collector.
  2. Add expiry mechanism for the recorded cells
  3. Restore the recorded cells after the fiber node starts
