Proposed Changes

NetBox uses the slim-select JS library to render dynamic (API-backed) selection widgets in its UI. We need to upgrade from v1.27 to the latest stable release (v2.8.0).

Justification

Cleanup and modernization.

We've decided to replace slim-select with tom-select; see #14917.
