There appears to be an issue with setuptools 50.0.0. Unfortunately, specifying a different version of setuptools in pyproject.toml doesn't resolve the issue. ReadTheDocs is apparently installing setuptools 50.0.0 regardless of the version I specify. I don't know if there's a workaround, so I plan to just keep an eye on setuptools issues for now.

The issue seems to have resolved itself.
