Lately CI started failing because of an intentional change in uv 0.4.10 where Python 3.13.0rc2 would be excluded as a pre-release

in #270 I'm doing the easy, temporary patch to restore stability, but in the future I want my CI to stay compatible with the latest uv, so I'm waiting on resolution for on-going upstream discussions

If I'm reading astral-sh/uv#7470 right, uv 0.4.13 (or whichever future release this patch lands on) should restore the behavior my CI is expecting, so it should be possible to unpin by then.
