Transparency Controls: Notify additional user(s)/group(s) when impersonation used or when controls altered.

Enhancement: Allow additional users or groups (i.e. group_nextcloud_admins, group_staff_managers) to receive a notification by email and/or nextcloud notification when impersonation is used.

In addition there should be an option that alerts of any changes to the Impersonation Transparency Controls to these same "Impersonation Oversight Users/Groups".
