Bug description

After upgrading Nextcloud 22.2.6 to 23.0.3 I see this in the logs and when running cron.php:

This fixes it for me. I checked another instance (running mariadb instead of mysql)
alter table oc_jobs add column time_sensitive smallint(6) NOT NULL DEFAULT 1, ADD KEY(time_sensitive);

this is the migration that adds the column:

Lines 46 to 51 in b765f79
