Bug description

When link shares have a password requirement enforced and you try to share a folder by entering an email address in the recipients box, Nextcloud does not generate a password. If you use the 'Share Link' option, the password is generated correctly.

Steps to reproduce

Go to Admin Settings -> Sharing and turn on "Always ask for a password" and "Enforce password protection".
Create a folder to share, open details and enter an email.
Click the suggestion, and then go under Advanced settings.
The "Set Password" option is enabled, but there is no password set.

Expected behavior

I expected a password to be generated, like when creating a share link.
