Have you checked the docs?

Description of the bug

To use the vcfeval engine in hap.py executable of RTG(tools) is needed within the container.
RTG seems to be absent in current images.

If there is a plan to update container, I think this issue should be considered: Illumina/hap.py#188

Now we have the same issue for the module.
