Adjust copy in tooltip and feedback button position on /files page

Alan feedback from #1498 T "he “Tell us how were are doing” button takes up WAY too much vertical space - why does it appear here, on this page? Casing “Copy cid to Clipboard” -> “Copy CID to clipboard”."

• Move the "Tell us how we are doing" button to bottom of page below the pagination controls. (Munns will determine better long term location for this callout).
• in the CID copy tooltip, adjust casing from “Copy cid to Clipboard” to be “Copy CID to clipboard”.
