Turkish letters "İ/i" and "I/ı" represent phonetically different sounds and therefore can not be used in place of each other. But only the letter "i" exists on the Turkish layout. I would recommend putting "I/ı" on top of "a" or right to "i". Both of these positions seems like they would be appropriate for the letter "ı". Thank you for building this keyboard.
