Japanese language file is broken.

Since japanese language file is broken,nothing is displayed when selecting japanese.

changing these

$txt['account_is_locked'] = "このアカウントはロックされています。";
<b";

to

$txt['account_is_locked'] = "このアカウントはロックされています。";

remove the last escape character for double quotation
and <b"; line.

there are many lines like above.
