Does every topic have to be subscribed to in order to get notified? #321

Would it be good to have the option to notify all users? Some may not be aware of topic or comment.

A user has to be subscribed to the topic to get a notification about a new comment. Unless it's a mention. There is no way to subscribe to a category an get notifications about new topics, currently.
