Upload sometimes hangs at NEW status #4

Upload completes, but the data upload record does not move from NEW. Usually observed after uploading a file whose name was trimmed.

Deleting the NEW record and uploading the file manually will process it.

Issue was because the requests' post(...) method inferred the filename from the actual file name. This would cause the uploaded file and the Data Upload record to have different file names.
