Clean up maintainer Makefiles and fix some linter warnings #2274

This PR cleans up the maintainer targets in the Makefiles:

  • Static analyzers use multi-header versions.
  • CMake tests are executed with developer warnings.
  • Test suite is exclusively managed by CMake (only kept fuzzer targets in test/Makefile).

Furthermore, some linter warnings have been fixed.

Coverage remained the same at 100.0% when pulling d047b3d on analyzers into 23c97f4 on develop.
