npm is not running on my Windows 10 #1623

I have done everything that I can think of, as has my SuperGEEK friend. He ran 'npm i npm' from an Administrator cmd line. Every thing gets the same result:

Most of that file is routine. At the end, npm errors @ line 3699, again @ 3709, then it gives up the ghost. I have tried this with the LTS version; the same result. I was bald before I wandered down this path; now I am balder. I am dead in the water. Is there a remedy?
