Implement Brillig Gen for SSA

Problem

Brillig is what we are referring to as the IR which will be used for non-determinism.

Brillig is still a work-in-progress so this is blocked by progress on the Brillig IR. We have a rough version of it, but this still needs to be specced out and documented.

Similar to ACIR generation, this should be broken down into subtasks.

Proposed solution

Implement Brillig generation in a separate module
