I think we'll likely need a full dependency tree as a long term solution but this is good midpoint until then

Description
Problem*
Resolves #1357
Summary*
We split up resolution of literal globals such as integers and booleans and more complex globals such as structs so that we can use other globals when declaring struct or array globals. However, we now support arrays of complex types and we were filtering for all literals instead of all literals except for arrays.
