Centralise noir programs which are used for tests

Problem

We currently have test programs sprinkled around the repository which are committed along with their build artifacts for testing various JS packages. This is not ideal as there's no guarantees on these being kept up to date when a PR makes a change which would invalidate these build artifacts.

Happy Case

We should standardize a location for these test programs to live so that it's easier for us to automatically update these build artifacts in order to catch breaking changes earlier.
