On an acer ao721 netbook and I suspect other machines with ati radeon 4200 video, console output either from command prompt or terminal programs i.e putty, terraterm is not echoed at all.

Please reproduce the problem with your log level set to debug. Also while focused in the windows where echoing does not work, please press NVDA+f1 to dump developer info about that control to your log. Then attach the log to this ticket. Echoing of output of commandlines (assuming you mean CMD Dos consoles) is very different to PuTTY and Teraterm. If this is true then its probably two separate problems. A log may help in debugging this.
