Expected Behavior

Being able to run the tool nuget hierarchy without needing to install a deprecated runtime

Actual Behavior

Net 5 is mandatory. In some environments, net 5 isn't available any more so that tool is effectively broken

Steps to Reproduce the Problem

  1. Run nuget hierarchy on a system without net 5
