[Feature]: support configserver protocol in dashboard

Describe your use case

many component require configserver to connect OceanBase cluster, ob-operator already persist the obcluster info as CRD, oceanbase-dashboard can easily get the rs info, if it supports configserver protocol will make other component easier to integrate with OceanBase
