Move sound settings and game hint settings to pc-settings

It's annoying having to set these on every new game, it made sense on the console versions but in a modern gaming era I feel like a lot of these per file settings would be persisted globally instead.

yeah whenever I speedrun Ford Racing 3 it's so annoying to make a new file and have to either configure it or deal with default settings
