receiver/dockerstats: add more attributes

I would find the following information about a container useful:

• Status
• Health
• Create Time
• Network Addresses

Describe the solution you'd like

I would like to add this information as resource attributes. Status, health and create time are straight forward, as for network addresses, I'd propose the resource attribute to be a slice of maps of the form:
