New component: Alibaba Cloud Resource Detection Processor

The purpose and use-cases of the new component

Currently Resource Detection Processor https://github.com/open-telemetry/opentelemetry-collector-contrib/blob/main/processor/resourcedetectionprocessor/README.md is implemented for all major CSP's - AWS/Azure/GCP - https://github.com/open-telemetry/opentelemetry-collector-contrib/tree/main/processor/resourcedetectionprocessor/internal

Would like to request it to be implemented for Alibaba Cloud.

Example configuration for the component

Similar to other CSP config, e.g.

processors:
  resourcedetection/alibaba
...

Telemetry data types supported

Same as other implemented CSP's

It would be great if Otel supported Alibaba Cloud Resource Detection Processor.

It's rather an enhancement to an existing component resource detection. However, since we have code owners for each detector, we can follow the same sponsorship approach here. @fatsheep9146 will you have a chance to sponsor this one?
