We have just defined the LLM Semantic Convention, but usually for some RAG apps, the customer will also need a vector DB as well for their AI application, we also need some definition for vectordb semantic convention.

Define a spec for vectordb semantic convention.

@marcklingen I know you have some plan for langfuse as well langfuse/langfuse#630, it will be great we can define this in otel as a standard.

@gyliu513 we have support for vector DBs in OpenLLMetry, we can use that as a basis for discussion.
