Change buffer for silence?

I am a total noob, but I've looked through help and past discussions and cannot find anything to help this.

Is there any way to change the period of silence after talking the software considers before making a new segment?

Pictured here my subtitles in an editing software overlapping sections with no audio. Is there any way to fix this? Sorry if poor explanation
