Several local and state bodies jurisdiction are covered by RTI but these are still referenced via FOI

This makes it possible for some public entities make it difficult by referring to use RTI terminology / statutes.

It would be helpful to update the relevant affect bodies to refer to RTI - just like GIPA is used in NSW

This should already be the case (the code is here) but I can see it's not currently working.

I'm guessing there's been an upstream change that has broken the patch.
