Samples needs builds

Now that the packages opendp-whitenoise, and opendp-whitenoise-core are on PyPi, we need to make a build to run the notebooks against the latest SDK.

There have been a few API changes that were not easily caught. SDK releases, and samples checkins should be gated.

SDK releases should run all of the samples, samples should not be overtly long in duration, if needed, they should be parametrized to be shorter for builds.

PRs can run changes notebooks to ensure they continue to not fail.
