Problem/Request

As part of the transition from the legacy forum application to the new one, we (Edly) worked on creating a new Django application: https://github.com/edly-io/forum
Because this will be a core component of the Open edX platform, we need this application to be migrated to the openedx organization.

Reasoning

Existing contributors should be preserved, at least for the time being, such that we can easily merge pull requests until the project reaches a stable state. Here are the existing contributors: @Ali-Salman29 @Faraz32123
@regisb @taimoor-ahmed-1
