Implement NRT damage model for damage-energy score

The damage-energy score in OpenMC relies on precomputed damage cross sections from NJOY. With the functionality planned in #3229, we can directly use the recoil energy along with a damage model (like NRT) to compute the damage energy. This will then give us more control over the assumptions that go into the calculation of radiation damage.
